Upgraded OpenGov.gr digital platform goes live

The upgraded OpenGov.gr digital platform, the central public consultation portal through which citizens can participate in consultations on draft legislation and government initiatives, went live on Monday.

The new platform was developed by the General Secretariat for Information Systems and Digital Governance and the National Research and Technology Infrastructure Network (GRNET) of the Ministry of Digital Governance and Artificial Intelligence, in cooperation with the General Secretariat for Legal and Parliamentary Affairs of the Presidency of the Government, as part of the “Open Data and Public Participation” project.

Among the new features is the ability to participate in public consultations either via an email address, exclusively for submitting comments on draft legislation, or through authentication using Taxisnet credentials, allowing for more personalised updates.

Draft legislation is presented in a structured format, with users able to comment on individual articles, while the date and time at which each consultation closes are also displayed. Users can also select the public bodies they are interested in, including ministries, general secretariats, independent authorities, local government organisations and committees.

Through the section ‘My Interests’, citizens can save the public bodies they have selected and receive automatic email notifications about new consultations. Personalised updates are also available through keyword searches, while the ‘My Comments’ section brings together the comments submitted and consultations in which each user has participated.

For the first time, the platform incorporates artificial intelligence capabilities to analyse, group and code comments submitted during public consultations. The feature is intended to facilitate the processing of large volumes of comments and their use in the legislative drafting process.

At the same time, public consultation data is made available openly through an Application Programming Interface (Open API), allowing researchers, developers, public and private-sector organisations, and citizens to make use of it.

The revamped OpenGov.gr is available on computers and mobile devices and follows the integrated user experience of gov.gr services, with a focus on digital accessibility, personal data protection, security and reliability.

The platform also interoperates with the National Legislation Codification Portal, the information system of the Hellenic Parliament and the Public Sector Human Resources Management System, with the aim of reducing manual data entry, administrative workload and potential errors.
